A Joint Bulgarian-Japanese Project 
 
After a period of preliminary research, an agreement between JICA and IPS was signed on February 11th, 2004.
The actual preparations had started in March, 2004 when two long-term experts contracted with JICA were dispatched to Sofia: Mr. Hiro Matsuzaki and Mr. Kazuo Oitani, visiting professors at APU. They have been playing advisory and consulting roles for the team implementing this joint project.
Their previous work experiences in the global business arena will be fully utilized for refining the quality of the Center’s challenging project of offering new managerial education schemes, different from those offered at the conventional institutions.
The two Japanese experts and their Bulgarian counterparts from IPS’s managerial staff headed by Prof. Bojana Nedeltcheva, General Director of IPS, formed the project team for implementing this challenging role.
The project team conducted market surveys through view exchanges with many Bulgarian companies as well as data collection based on a large-scale survey in order to identify their needs in the field of managerial education programs.
These findings were carefully analyzed and reflected on the development of the curriculum for the Pilot Course called "Global Management and Leadership", conducted during October 2004 through March 2005.


The 2005 Trilateral Agreement

When JICA’s Mid-term Evaluation Team visited Bulgaria in September, 2005, the contents of the project was revised and confirmed among the parties concerned, i.e., JICA, Ministry of Economy and Energy, and IPS represented respectively by Mr. K. Kagawa, Mr. Ivo Konov and Prof. Bojana Nedeltcheva.
